You build your muscles because you are using them constantly. Once you stop, they atrophy. It is the same with language learning. You must use the language. It's not as difficult as you might think. What you need to do is find some people who you can practice with. One of the best places to do this in is a neighborhood store that is located in a Spanish speaking section of town, or for example, check with a local college for discussion groups which may exist filled with people who are in the same exact situation.
